GitHub gives teams three Copilot model states

GitHub has given Copilot administrators three model-policy states—enabled, disabled, and optional—so Enterprise customers can reserve selected models for specific teams. The public preview announcement says most customers can opt in on August 3, but access is least-restrictive: membership in any team that grants a model makes it available everywhere under that enterprise license. For operators building the model-routing control plane, the useful advance is role-level access; the detail to audit is that one permissive team can override every tighter assignment.
