S3 Vectors reaches AWS's sovereign cloud

Amazon S3 Vectors reached the AWS European Sovereign Cloud in Germany with storage and querying at billion-vector scale. AWS says the service needs no provisioned infrastructure, and positions it for long-term or infrequently accessed embeddings rather than the high-QPS work assigned to OpenSearch.
