China reaches Nvidia compute through cloud loophole

Chinese firms are reportedly accessing restricted Nvidia AI compute through overseas clouds, as Southeast Asia has 31 planned data centers above 100MW across Malaysia, Indonesia, and Thailand versus just 2 today. CNBC’s report on the export-control loophole says current rules constrain physical chip exports but not necessarily remote access, while a proposed Remote Access Security Act has cleared the House but not the Senate. Builders buying frontier compute should treat jurisdiction, customer control, and remote access as part of the compliance surface—an extension of NVIDIA’s AI-factory networking procurement problem, not a footnote.
