GitHub Apps can automate enterprise billing

GitHub Enterprise Cloud now lets administrators grant a GitHub App one of 2 enterprise-billing permission levels—read or read/write—so usage, invoices, budgets, and cost centers can be automated without an owner’s personal access token, according to GitHub’s changelog. Installation tokens also receive higher rate limits than personal tokens; platform teams connecting agentic developer tools to finance systems should still scope the app narrowly and treat write access as a separate approval boundary.
