GitHub changes Copilot billing and review defaults

GitHub will reopen Copilot Business and Enterprise signups on September 1, but existing card- and PayPal-paying customers face upfront seat charges from October 1; on September 28, Copilot Chat, Mobile, and cloud agent converge into one experience, with account-lifetime chat retention replacing 28 days, while code review’s default moves from Lite to Balanced. GitHub’s change notice says admins must explicitly select Lite before September 28 to keep it; new seats require payment before access and excess usage may require more payment. Teams already using stacked pull requests for agent-sized changes should audit seat assignment, retention, and review-cost assumptions before those dates.
