New York starts 72-hour AI incident clock

New York is putting a 72-hour clock on critical AI safety incidents: Governor Kathy Hochul’s implementation notice says large frontier-model developers begin registering in November, with RAISE Act compliance and regular state reporting starting in January 2027. The New York DFS implementation notice requires developers to publish safety and transparency frameworks, file quarterly catastrophic-risk assessments, and report critical incidents to DIGIT within 72 hours. Builders selling into New York should treat this as a logging-and-escalation deadline, not a policy footnote; it turns the case for pre-deployment frontier-model testing into a regional operating requirement.
