Warner bill demands 45-day frontier review
Sens. Mark Warner, Brian Schatz and Andy Kim introduced legislation that would require frontier-model developers to give a proposed AI Safety Board access at least 45 days before public release. The Senators’ bill announcement also proposes civil penalties up to $250,000 per violation per day and serious-incident reports within 30 days—or within 72 hours for imminent national-security, critical-infrastructure or public-safety threats. Teams shipping agents into regulated or critical-infrastructure workflows should preserve model versions, safety plans and incident logs; the archive’s pre-deployment testing record shows direction of travel, not enacted law.
