Senators propose 15% AI revenue penalty
Senators Peter Welch and Michael Bennet proposed the AI Regulator Act, which would let a new Federal Digital Commission pre-certify frontier models, pause a release for up to six months, and levy civil penalties of up to 15% of a firm’s prior-year global revenue. Their official proposal is legislation, not current law, so the number is a possible future release and compliance exposure rather than today’s bill. Builders tracking America’s infrastructure-first AI policy should file it as a potential launch-timing and risk-review constraint, not a new requirement yet.
